A two part contribution will addressed the problem of the then Democratic American administrations in the 1940s and 1950s promoting Mao’s communist insurgents in China. It started in earnest in Chiang Kai-shek’s temporary capital of Chungking in 1944. Three functionaries of the U.S. and Nationalist Chinese governments had crucial roles to play in the events that lead to Mao taking power in China in 1949.

One was U.S. diplomat John Stewart Service. Another was the U.S, Treasury attaché Sol Adler and finally there was U.S. educated Chinese economist Chi Chao-ting, who worked for the Kuomintang ministry of finance. They detested Chiang’s government. They wanted to injure Chiang and promote the communist rebels in Yenan province.

National Interest on May 16, 2020, reported on the new American legal framework, the Artemis Accords, for future mining and exploration. For excerpts see below:

NASA has revealed a series of principles that will govern the behavior of countries and companies on the moon and in space.

Despite opposition from some countries, the United States has long believed that nations and companies should be allowed to extract and use resources on the moon. With its Artemis program, NASA is aiming to return astronauts to the lunar surface by the year 2024.

The space agency will require allied countries to sign the doctrine if they want to participate in the lunar exploration program. NASA said the accord focuses on creating a “safe and prosperous future” between nations amid the shared goal of space exploration, which includes being fully transparent, assisting astronauts in trouble, registering space objects and releasing scientific data.

The agency noted that the Outer Space Treaty of 1967, which prohibits nations from laying claim to the moon and other celestial bodies, is still valid, but the new Artemis Accords builds on the legal framework to help boost inter-country cooperation in space. More than 100 countries are included in the treaty, and 26 others have signed it but have yet to complete ratification.

“While NASA is leading the Artemis program, international partnerships will play a key role in achieving a sustainable and robust presence on the moon while preparing to conduct a historic human mission to Mars,” NASA said in a statement.

“With numerous countries and private sector players conducting missions and operations in cislunar space, it’s critical to establish a common set of principles to govern the civil exploration and use of outer space.”

Fox News has reported on the new American Space Force flag. Excerpts below:

For the first time in 72 years, the official flag of a new U.S. military service [was] unveiled on May 15 2020. Military leaders presented the flag of the newly created Space Force to President Trump in the Oval Office during a signing ceremony for the 2020 Armed Forces Day proclamation.

According to a senior administration official, the flag is derived from the Space Force’s seal, which features a silver delta symbol surrounded by two constellations cast against the dark blue of outer space.

“The flag takes the key and central elements of the seal and places them on a black field fringed in platinum with the words ‘United States Space Force’ and Roman numerals MMXIX (2019) below,” the administration official said.

Washington Times on May 4, 2020, reported that the White House had said that Chinese doctors who sounded the alarm over the PRC cover-up of the coronavirus were heroes of democracy. Excerpts below:

Matthew Pottinger, deputy national security adviser, speaking in Chinese to a University of Virginia conference, said several doctors including Li Wenliang were persecuted by Chinese authorities for seeking to alert people and embody the spirit of China’s pre-communist May Fourth pro-democracy movement.

“To my mind, the heirs of the May Fourth Movement [1919] are civic-minded citizens who commit small acts of bravery, and sometimes big acts of bravery,”

Mr. Pottinger said, becoming the latest senior administration to issue a sharp critique of Beijing’s handling of the deadly global coronavirus outbreak. “Dr. Li Wenliang was such a person.”

The physician “wasn’t a demagogue in search of a new ideology that might save China. He was an ophthalmologist and a young father who committed a small act of bravery and then a big act of bravery.”

The unusual Chinese-language address by a senior White House official was to be broadcast into China as part of the Trump administration’s escalating war of words with Beijing over the coronavirus.

The Reuters news agency [has] reported that an internal Chinese think tank report prepared for the Ministry of State Security last month warned that Beijing may be facing a global anti-China backlash on the order of the Tiananmen Square massacre of 1989 because of COVID-19.

In China, state-controlled press organs in recent weeks have stepped up their own attacks on U.S. officials, especially Mr. Pompeo, for publicly chastising China over its mishandling and covering up the disease outbreak.

On his death bed, Dr. Li told a reporter that “I think there should be more than one voice in a healthy society, and I don’t approve of using public power for excessive interference.”

Chinese Communist Party authorities have since tried to divert widespread public support for the doctor by declaring that he was a loyal party member and that unspecified “hostile forces” were using his death to attack the government.

A medical colleague of Dr. Li, Ai Fen, also has been silenced after voicing her concerns about the Chinese response to the virus outbreak to a reporters.

Mr. Pottinger said the activists who are bucking Chinese rule are part of a long national tradition of scholars “serving as China’s conscience.”

Millions of Hong Kong citizens and Catholic priests in China are facing repression, he noted.

The deputy security adviser said China today would benefit from less nationalism and more populism.

“Democratic populism is less about left vs. right than top vs. bottom,” he said. “It’s about reminding a few that they need the consent of many to govern. When a privileged few grow too remote and self-interested, populism is what pulls them back or pitches them overboard. It has a kinetic energy.”

The White House adviser cited similar populist energy behind the Brexit vote in Britain five years ago and President Trump’s election in 2016.

“It is an admonition to the powerful of this country to remember who they’re supposed to work for: America first,” Mr. Pottinger said.

Fox News on May 3, 2020 reported that President Trump bashed the World Health Organization [WHO], saying the group mishandled the coronavirus pandemic by giving deference to China.

“The World Health Organization has been a disaster,” Trump said.

[The president] said the WHO passed along “wrong” information and was China-centric. Trump noted that the United States “foolishly” has been paying the group $450 million a year whereas China has been paying $38 million a year.

“Don’t forget, China tried to blame the [coronavirus pandemic] on some of our soldiers and that didn’t go too far,” Trump noted, a reference to statements appearing on Chinese state media. Trump said China then tried to blame it on Europe as Italy “suffered probably more than anybody per capita.”

Trump also said China made a “horrible mistake and they did not want to admit it.”

Fox News on May 3, 2020 reported on Secretary of State Mike Pompeo laying harsh blame on China for engaging in what he called a “classic Communist disinformation effort” and for working “to make sure the world didn’t learn in a timely fashion” about the coronavirus outbreak. Excerpts below:

Pompeo told ABC’s “This Week” that the Chinese government “created enormous risk” by downplaying the outbreak and working to silence medical professionals and reporters as part of a campaign to limit the spread of the information about the contagion.

“We can confirm that the Chinese Communist Party did all that it could to make sure that the world didn’t learn in a timely fashion about what was taking place,” Pompeo said. “President Trump has been very clear. We’re going to hold those responsible accountable, and we’ll do so on a timeline that is our own.”

Pompeo said there was “enormous evidence” that the novel coronavirus originated in a lab in Wuhan, but did not go into specifics on his claim.

“Instead, China behaved like authoritarian regimes do, attempted to conceal and hide and confuse,” he said. “These are the kind of things that have now presented this enormous crisis, an enormous loss of life and tremendous economic cost, all across the globe.”

A 15-page document from the intelligence agencies of the U.S., Canada, the U.K., Australia and New Zealand, was obtained by Australia’s Saturday Telegraph newspaper and finds that China’s secrecy amounted to an “assault on international transparency.”

Fox News on May 2, 2020 reported on a research dossier from the intelligence agaencies of U.S., Canada, the U.K., Australia and New Zealand on PRC intentionally hiding and destroying evidence of the coronavirus outbreak. Excerpts below:

A research dossier compiled by the so-called “Five Eyes” intelligence alliance states that China intentionally hid or destroyed evidence of the coronavirus outbreak, leading to the loss of tens of thousands of lives around the world

The 15-page document from the intelligence agencies of the U.S., Canada, the U.K., Australia and New Zealand, was obtained by Australia’s Saturday Telegraph newspaper and states that China’s secrecy amounted to an “assault on international transparency.”

Specifically, the file notes that China began censoring news of the virus on search engines and social media beginning Dec. 31, deleting terms including “SARS variation,” “Wuhan Seafood market” and “Wuhan Unknown Pneumonia.”

Three days later, on Jan. 3, China’s National Health Commission ordered virus samples to be either moved to designated testing facilities or destroyed, while simultaneously issuing a “no-publication order” related to the disease.

Two days later, on Jan. 12, a Shanghai professor’s lab was closed down after it shared data on the virus’ genetic sequence with the outside world.

Perhaps most damningly, the dossier states that Chinese authorities denied that the virus could be spread between humans until Jan. 20, “despite evidence of human-human transmission from early December.”

The file is similarly unsparing about the World Health Organization (WHO), stating that it toed the Chinese line about human-to-human transmission despite the fact that “officials in Taiwan raised concerns as early as December 31, as did experts in Hong Kong on January 4.”

The dossier goes on to state that throughout February, “Beijing [pressed] the US [sic], Italy, India, Australia, Southeast Asian neighbours [sic] and others not to protect themselves via travel restrictions, even as [China] impose[d] severe restrictions at home.”

At the same time, the file states: “Millions of people [left] Wuhan after the outbreak and before Beijing lock[ed] down the city on January 23.”

President Trump said April 30, 2020, that he’s seen evidence suggesting the virus came from a lab after Fox News and others asked if he knew of anything that gave him confidence that the outbreak originated in the Wuhan Institute of Virology.

The Telegraph also reported that key figures at the Wuhan Institute of Virology previously worked or trained in Australian government labs where they conducted research on pathogens in live bats as part of an ongoing partnership with the Chinese Academy of Sciences.

According to the dossier, the team’s work at the Wuhan lab involved discovering samples of coronavirus within a cave in Yunnan province and synthesizing a bat-derived coronavirus that could not be cured.

Fox News on April 30, 2020, reported that President Trump has said that he saw evidence suggesting coronavirus originated from laboratory in China. He also compared the World Health Organization to a public relations agency for the PRC.

Trump was speaking to reporters about protecting America’s senior citizens when Fox News and others asked if he knew of anything that gave him confidence that the outbreak originated in the Wuhan Institute of Virology.

“Yes, I have,” he said, without further explanation. “And, I think that the World Health Organization should be ashamed of themselves because they’re like the public relations agency for China.”

Intelligence officials confirmed on the 30th that an investigation has been ongoing into whether the pandemic was the result of an accident at the Wuhan lab, a contradiction from the broad consensus that it originated at a wet market in the city.

“The entire Intelligence Community has been consistently providing critical support to U.S. policymakers and those responding to the COVID-19 virus, which originated in China. The Intelligence Community also concurs with the wide scientific consensus that the COVID-19 virus was not man-made or genetically modified,” a statement from the office of acting Director of National Intelligence Richard Grenell said in a statement.

U.S. officials have ruled out the possibility the virus was created by China to be used as a bioweapon. Some said the pathogen may have escaped from the lab amid China’s efforts to identify and combat the virus either with the same or greater capabilities than the United States.

“This is something that could have been contained at the original location and I think it could have been contained relatively easily,” Trump said. “They were either unable to or they chose not to.”

In regards to Beijing, the Chinese Communist Party has had a history of covering up outbreaks and anything shining a negative light on China.
